Early copies of the upcoming OS are only available for devices that do not match the minimum requirements for testers who were a part of the Windows Insider Program before to June 24, 2021, even though preview builds of Windows 11 are available for both supported and unsupported hardware.

Install Windows 11 Insider previews PCs not meeting requirements
Use these procedures to install Windows 11 Insider Preview builds on machines that don’t fit the minimum requirements:
Open the settings.

After you finish the procedures, the Windows Insider Program will begin sending preview builds to the device that lacks a support CPU or TPM 2.0 support.
This procedure only applies to testing Insider builds; the device may be automatically opted out of the program after the final version is released. By following these instructions, you can at least get around the TPM requirement if you intend to install the final version of Windows 11 on incompatible hardware, which is not advised.
